I agree there are many examples of successful low-nineties control-type pitchers, including, for example Adam Wainwright. But my suggestion is that in general they tend not to have great currency as tradable (or as Strauss says "projectable") top-of-the-rotation starters. It's all well and good to say Clay Mortensen is the best on the farm, but who, exactly, is banging down Mo's door to acquire him? ((crickets))

Azruavatar already mentioned a few examples of groundball pitchers who have succeeded as starting pitchers in the National League.

One other guy who stands out to me is Aaron Cook of the Rockies. Like Mortensen, he's a durable right-handed pitcher who lives off an 89-91 mph sinking fastball and a hard slider. I don't think Mortensen's control is where it needs to be to be a solid mid-rotation starter like Cook, but he's had stretches where it's been there and Mortensen still seems to be improving as a pitcher.

Does Mortensen throw 94+? I realize movement is ultimately more important than velocity, but a quick glance at the superstar young pitchers out there (Verlander, Price, Shields, Kershaw, Cain, Lincecum, Volquez, etc.) tells me that throwing hard is awfully important, too.

Now, maybe velocity is overrated, but it's still no better than 50-50 he makes it to the Cardinals' rotation, IMO. That means his trade value is equally important as his skillset. The Cardinals are starting to accumulate a lot of these guys who look good on paper for a variety of reasons, but just aren't good bait for trades. Given the ratio of failures, particularly among pitchers, perhaps we should try to create more of an A's-type system, stockpiled with trade chips.

Garcia & Parisi both had TJ surgery. Rumor has it that since Garcia was lefty and Parisi a righty they transfered left and right elbow ligaments since they are teamates. Garcia recieving Parisi's left elbow ligament and Parisi recieving Garcia's right elbow ligament. They are currently sipping caronas on the beach in florida.

@ carioca - I saw a study a while back, and that tends to be the case. Lots of the guys who had high groundball tendencies also gave up lots of HRs (think Jason Marquis).
