Jaime Garcia makes the minor league update at BP from Monday:
Garcia has now whiffed 11 in his first seven shutout innings while giving up just three hits. Just as importantly, command is often slow to come for elbow surgery survivors, and Garcia has yet to walk a batter.

That being said Additon seems to be the type of pitcher that beats the Cardinals ALL THE TIME, don’t let this guy go.
No, no. That shows how many starters are good enough to have really slow fastballs and still stay in a rotation to rack up innings. It’s a short list. (See Fangraphs)
most of them are lefties, but yeah, i’m not at all a believer in addition. i’m surprised his bandwagon is as big as it seems to be.
speaking of soft-tossers, Dallas Braden is a 3 win pitcher. That gives me some hope for Mr. Walters.

I thought I had the command-control distinction worked out, then BP goes and throws me all outta whack.

I take that statement to be a comment on his control. But just before that, they call it command.
So which is it?
And why is it whichever one it is?
And why isn’t it whichever one it isn’t?
And how long will I continue this tired routine?

Read the response to the second question asked. These definitions seem to match my previous thoughts and seem to contradict the Garcia write-up up top.
