Almost never. In fact, to be honest, I'm not entirely sure the commissioner's office actually has the ability to force a team not to sign a player, just to hassle them and be a pain in hindquarters if they do.

And I disagree with Karmaloop that Jenkins isn't that special. I think he has a monster upside.

Update: Per STLToday chat going on as we speak it appears per Strauss that the Cards are close to signing 2 of the top 3 picks and specified Blair and Jenkins. Here is the questions and answer:

danandjonelle: I have been told that high school pitcher Tyrell Jenkins, one of our supplemental draft choices, was in St. Louis yesterday for a physical and I assume his signing is imminent. Since he is also a Baylor football/baseball recruit, do you think he will get more than slot money, which is $705,600.?

Joe Strauss: Jenkins would likely command more than slot. The Cardinals are believed close to signing two of their three high pitching picks, Seth Blair and Jenkins.

The only one I can remember getting nixed is the Rangers and Matt Purke in 2009 draft. My understanding is the Rangers agreed to a $6M bonus and MLB rejected it because MLB were overseeing the Rangers finances and weren't going to budge for that much overslot. I have not heard of another instance where MLB rejected a deal though...but I am sure there have been others. But to answer you question...it is extremely rare.

Or maybe it's because everyone believes a deal will get done. Remember, most overslot deals don't get approved until very close to the deadline as it is anyways, and Jenkins figures to be overslot. And Jenkins isn't that special.

Again, like any potential Cox or Wilson signing, Jenkins will likely be an overslot deal, thus we wouldn't get word of an approved deal until very close to the deadline.

I would like to hear some word on Jenkins. I'm really high on him and I think we need him as a second large upside starter in our system.
