Not sure where you are getting Rosario with a wOBA of .450. Fan graphs has him at .407 for his time at QC and .373 for his stint at Batavia.
None the less I like Rosario’s numbers. I did some research to see where they stack up historically.
Here’s what I found.
Players that have OPS’ed greater than .900 with the Cardinal’s Midwest league affiliate in the last 12 years or at QC during this time prior to it becoming a Cardinal’s affiliate — minimum of 100 AB’s:

1999 Restovich .925 (age 20) played parts of 6 years in the majors. (OF)
2000 – none
2001 Morneau 1.017 age 20 All Star (1B)
2002 Kabul .901 age 20 (OF) 1600+ ML ab’s and still active
2003 none
2004 none
Peoria (Cardinals)
1999 none
2000 Pujols .954 age 20
2001 Duncan .915 age 20
2002 none
2003 none
2004 Barton .956 age 18
Quad Cities (Cardinals)
2005 Stavinhoha .962 (age 22)

A summary of this analysis of 18 seasons of data:
1) a total of 12 players had 100 Ab’s with an OPS of .900
2) of those 12
— 9 have played in the major leagues (7 are still active)
— 2 (Scruggs and Rosario) are still in the minors
— 1 made it only to AA but he was an not overly athletic 1B extremely old for the league.(Buckman)
Not that this is definitive by any means but it is telling.
Has Rosario just been lucky given his low LD rate (6%)? Possibly, but that would basically mean he has been the luckiest guy to pass through QC in the last 6 years.
I’m not saying Rosario is a sure thing (he is anything but). However, I think this list shows you that he is certainly showing potential that no 21 y.o. non 1B has shown in recent years. The other guys who were non 1B and older have already contributed at the ML level.
Also Makes me wonder if I should give Scruggs more credit.
The wOBAs are coming from statcorner who has a slightly different set of linear weights behind their wOBA compared to fangraphs.
Scruggs is ok as a hitter, but he plays 1B and a lot is expected there.
Rosario lost one season to injury. Its interesting to see the Cards develop him to the point of starting to show potential.
Omar Tavares is on a faster ascent and should get a shot at the Midwest League next spring.
Rosario’s OPS at Quad Cities was 927 (rather than 966). Including Batavia, his 2010 OPS was .894 in 215 at bats.
Are there any reports on his arm or speed?
