1.  He wasn&#039;t out all year.  he was healthy to start the seaon.

2.  They can draft him for the 25 man roster and then put him on the 60 day DL if not healthy.  Wouldn&#039;t affect there 25 man roster management at all for the time he was out.   They still have to keep him on the 25 man roster once healthy (even if it is the next season) but that wouldn&#039;t keep top player from being drafted.

3.  AND MOST IMPORTANTLY    He wasn&#039;t drafted!  The whole question here was whether he was eligible or not.   He was.  He wasn&#039;t drafted.  If teams didn&#039;t draft him due to injury concerns that doesn&#039;t change the answer to the question.  In fact, I think he has been eligible 3 times already and not drafted.

As far as his prospect status and that relative to Tilson there is one major factor at play   --   Age/Career    Pham is about 5 years older and on top of that I believe he is a minor league FA after this season if not put on the 40 man roster (that will be an interesting decision by the Cards); Tilson has 5 more years until that decision becomes necessary.  That means one still has time to develop and for the other the time is now.]]></description>

		<description><![CDATA[(Very early) quick look at the newly drafted hitters:

James Ramsey, with his rather aggressive assignment to high-A Palm Beach, perhaps unsurprisingly struggling to start with: 82 wRC+ (i.e. about 20% below-average for the league) in 6 games, with only 1 walk.

Stephen Piscotty, who ended up a rung below Ramsey (perhaps due to 3B logjam?) is raking in A-ball (QC): 183 wRC+, a near 1:1 K:BB ratio, and an impressive .250 ISO.  Can see him in Palm Beach by the end of the year.

Patrick Wisdom, as a college draftee and 1st rounder, really should be raking in Batavia (short season A-ball); luckily he is: 154 wRC+ with pretty solid peripherals, though not as much pop as Piscotty, 13 games in.  I&#039;m guessing he&#039;ll be up in QC as soon as Piscotty makes it to Palm Beach.

Steve Bean (66 wRC+) and Carson Kelly (33 wRC+) are struggling badly in rookie ball, but at least both (especially 17-yo Kelly) have plenty of time.]]></description>
